You can add an helpful toolbar on the top of the screen to open a web page without having to run Internet Explorer. Furthermore you can use it to run commands and applications without having to go to Start -> Run. To place the address bar on your desktop:

1) right click the taskbar and select Toolbars -> Address
2) drag the address toolbar you just added to the top of the screen
3) right click the toolbar and select 'auto-hide' and 'always on top'

The address toolbar will now pop up whenever you move your mouse to the top of the screen
