You can create a customized popup menu other then Start menu in the Task Bar easily. Let's see how:

1) right-click anywhere on the desktop
2) select New -> Folder in the popup menu
3) name the new folder 'myMenu'
4) press the Ctrl key
5) holding down the Ctrl key, go to Start ->Programs
6) drag any program you like and drop it in the myMenu folder
7) right-click the Task Bar and go to Toolbars -> New toolbar
8) select the myMenu folder

You are done!
By dragging any program from the Start -> Programs menu while holding down the Ctrl key, you are dragging a *shortcut* to the program. Notice that if you drag any program from the Start menu anywhere *whithout* holding down the Ctrl key, you *move* that program actually. You will find your new popup menu on the right in the Task Bar
